It is fitting on the 100th anniversary of Iceland's sovereignty that consideration is given to future housing policy in the Cabinet of the Republic. A sensible administrative framework creates further opportunities for consultation and cooperation within it. Administration in one place, in the heart of the capital, gives it an identity that becomes more baptist in the eyes of the public and staff. It has been known for decades that the Board of Directors will build on this site, which has been known as the "Government Plot", but we prefer to call it "Sölvhólsreitur", with reference to Sölvhóll, which from 1730 was a farm at Arnarhólstún.

We want to create a progressive urban environment suited to the activities that take place there. We want public access to be good, but to meet the safety requirements for these types of activities. We extend the Skuggasund down to Skúlagata, dividing the plot into four main blocks to increase accessibility and capture the scale of the environment. The extension of the Shadow Channel opens two axes of view; on the one hand north to the sea and Esja and on the other hand to the south to the National Theatre Tower. All existing buildings on the plot remain undisturbed, with the exception of the low building at Skuggasund 3. In some, activities remain the same and others will be given new roles. Emphasis is placed on the area attracting not only those who have direct business there, but also those who choose to pass through the area on their way elsewhere, go to local restaurants or choose to come here without special business. An area between Skúlagata and Sæbraut can be used for low-level buildings connected to the Government Council, e.g. for waste storage which, for safety reasons, must be at a certain distance from buildings, facilities for subdivision vehicles, ministerial cars, security guards etc.
